Ο Περιφερειάρχης Βορείου Αιγαίου Κωνσταντίνος Μουτζούρης παρέστη σήμερα σε σύσκεψη μέσω τηλεδιάσκεψης με τον Διοικητή του ΕΦΚΑ Αλέξανδρο Βαρβέρη,  και υπηρεσιακών παραγόντων του Οργανισμού,  παρουσία του Βουλευτού  Λέσβου Χαράλαμπου Αθανασίου και του Εκτελεστικού Γραμματέα της Περιφέρειας Αριστόβουλου Ελευθερίου.

Αντικείμενο της σύσκεψης η ανανέωση του παραχωρητηρίου  της χρήσης του ΣΑΡΛΙΤΖΑ το οποίο ανήκει στον ΕΦΚΑ και η δυνατότητα παρεμβάσεων εντός του οικοπέδου,  τα οποία  και συμφωνήθηκαν υπό την προϋπόθεση να προχωρήσει σχετική νομοθετική ρύθμιση.

Η συνεδρίαση της 5ης Νοεμβρίου

Θυμίζουμε ότι κατά την διάρκεια της συνεδρίασης της Περιφερειακής Επιτροπής Βορείου Αιγαίου, που πραγματοποιήθηκε στις 5 Νοεμβρίου 2024 εγκρίθηκε ομόφωνα η τροποποίηση της προγραμματικής σύμβασης Πολιτισμικής Ανάπτυξης μεταξύ του Υπουργείου Πολιτισμού, της Περιφέρειας Βορείου Αιγαίου και του Ηλεκτρονικού Εθνικού Φορέα Κοινωνικής Ασφάλισης ( e- ΕΦΚΑ) για την πράξη με τίτλο  «Παραχώρηση χρήσης και εκμετάλλευσης των θερμοπηγών και του ξενοδοχείου ΣΑΡΛΙΤΖΑ στη Θερμή Λέσβου ιδιοκτησίας e- ΕΦΚΑ πρώην ΤΣΑΥ στην Περιφέρεια Βορείου Αιγαίου και αποκατάσταση/ ανάδειξη των μνημείων που βρίσκονται εντός των παραχωρηθέντων ακινήτων και του περιβάλλοντος χώρου αυτού».

Η τροποποίηση, όπως αναφέρεται στην εισήγηση που έγινε στο σώμα από την προϊσταμένη της Γενικής Διεύθυνσης Αναπτυξιακού Προγραμματισμού, Περιβάλλοντος και Υποδομών της Περιφέρειας Βορείου Αιγαίου, Αφροδίτη Κουρογένη.

Εκτός των τροποποιούμενων ορών προκειμένου η σύμβαση να εναρμονίζεται με τον νομοθέτη στο  «σήμερα»  η κυρία διαφοροποίηση εστιάζει στην χρονική διάρκεια της προγραμματικής σύμβασης. Συγκεκριμένα στα πρακτικά σημειώνεται ότι  «Επομένως η χρονική διάρκεια της Προγραμματικής Σύμβασης θα τροποποιηθεί με την παρούσα από 25 Έτη - που ανέφερε η αρχική προγραμματική- σε 30 από την υπογραφή της αρχικής σύμβασης, ήτοι έναρξη ισχύος την 27/12/2016 και λήξη την 26/12/2046».

Οι πρώτες δηλώσεις

Στο σημείο αυτό να θυμίσουμε ότι ο Περιφερειάρχης Βορείου Αιγαίου, Κώστας Μουτζούρη, σε απάντησή του, κατά την διάρκεια συνέντευξης Τύπου, σε σχετικό ερώτημα τόνισε ότι είναι θετικά τα μηνύματα από τις αρμόδιες αρχές ως προς την παράταση χρόνου της παραχώρησης του χώρου από το ΤΣΑΥ- ΕΦΚΑ στην ΠΒΑ. Η σχετική απάντηση είχε δοθεί ι σε συνέντευξη Τύπου που παραχωρήθηκε τον Μάρτιο του 2025  στον πλαίσιο της συνεργασίας της Περιφέρειας Βορείου Αιγαίου με την εταιρεία OPTIMUM VALUE A.E για την κατάρτιση του επιχειρησιακού σχεδίου, την υποστήριξη της διαγωνιστικής διαδικασίας για το ΣΑΡΛΙΤΖΑ ΠΑΛΛΑΣ.  

Regarding the Amendment of the Programmatic Agreement with the Ministry of Culture and the e-EFKA

Subject: Renewal of the concession for the Sarlitza

The Regional Governor of the North Aegean, Konstantinos Moutzouris, participated today in a videoconference meeting with the Director of EFKA, Alexandros Varveris, and officials from the organization, in the presence of the Lesvos MP Charalampos Athanasiou and the Executive Secretary of the Region, Aristovoulos Eleftheriou. The subject of the meeting was the renewal of the concession for the use of Sarlitza, which belongs to EFKA, and the possibility of interventions within the plot, both of which were agreed upon under the condition that a relevant legislative regulation proceeds.

The Meeting of November 5th

It is reminded that during the session of the Regional Committee of the North Aegean, held on November 5, 2024, the amendment of the Programmatic Agreement for Cultural Development between the Ministry of Culture, the Region of North Aegean, and the Electronic National Social Security Agency (e-EFKA) was unanimously approved. This amendment concerns the project titled:

 

"Concession of use and exploitation of the thermal springs and the Sarlitza Hotel in Thermi, Lesvos, property of e-EFKA (formerly TSAΥ), to the Region of North Aegean and the restoration/promotion of the monuments located within the conceded properties and their surrounding area."

The amendment, as stated in the presentation submitted to the body by Afroditi Kourojeni, Head of the General Directorate for Developmental Planning, Environment and Infrastructure of the Region of North Aegean, includes changes to the terms so that the agreement is aligned with current legislation. The main change focuses on the duration of the programmatic agreement. Specifically, the minutes state:

 

"Therefore, the duration of the Programmatic Agreement will be amended with the present from 25 years — as stated in the original agreement — to 30 years from the signing of the original agreement, i.e., starting on 27/12/2016 and ending on 26/12/2046."

First Statements

At this point, it is worth recalling that the Regional Governor of the North Aegean, Kostas Moutzouris, responding to a relevant question during a press conference, noted that the messages from the competent authorities regarding the extension of the concession period for the area from TSAΥ-EFKA to the Region of North Aegean are positive. The relevant statement was made during a press conference held in March 2025, in the context of the cooperation between the Region of North Aegean and the company OPTIMUM VALUE S.A., regarding the preparation of a business plan and support for the tendering process for Sarlitza Palace.
