Την Δευτέρα 29 Σεπτεμβρίου 2025, υπογράφτηκε μεταξύ της Περιφέρειας Βορείου Αιγαίου και του Δήμου Δυτικής Λέσβου σύμβαση για το έργο «Μελέτη επισκευής Γεωργικής Σχολής Ερεσού» με ορίζοντα εκπόνησης τους 24 μήνες.

Η Γεωργική σχολή Ερεσού είναι το κτίριο που βρίσκεται στην Ερεσό και στο οποίο στεγαζόνταν παλιότερα η Γεωργική Σχολή.

Η πράξη, προϋπολογισμού 35.000 ευρώ, χρηματοδοτείται από την Περιφέρεια Βορείου Αιγαίου στο πλαίσιο του Τεχνικού Προγράμματος της Περιφέρειας για το έτος 2025.

Αναφέρεται ότι στις 7 Απριλίου 2025, η Δημοτική Επιτροπή του Δήμου Δυτικής Λέσβου ενέκρινε ομόφωνα το σχέδιο προγραμματικής σύμβασης μεταξύ της Περιφέρειας Βορείου Αιγαίου και του Δήμου Δυτικής Λέσβου για το έργο «Μελέτη επισκευής Γεωργικής Σχολής Ερεσού», μετά από εισήγηση της Διεύθυνσης Επιχειρησιακού Σχεδιασμού.

Τον Οκτώβριο του 2024 είχε αποστείλει προς την ΠΒΑ 19 προτάσεις για χρηματοδότηση με την σύναψη προγραμματικής σύμβαση, μετά από σχετική απόφαση του Δημοτικού Συμβουλίου. Στις προτάσεις αυτές περιλαμβάνεται και η σύνταξη μελέτης για την Γεωργική Σχολή Ερεσού. Μάλιστα στην εισήγησή του ο Δήμαρχος Δυτικής Λέσβου, Ταξιάρχης Βέρρος αναφερόμενος σχετικά τόνισε ότι «η σύνταξη της μελέτης της Γεωργικής Σχολής εκκρεμεί εδώ και τρία χρόνια». Σε αυτό το σημείο υπενθυμίζεται ότι με απόφαση του Περιφερειακού Συμβουλίου στις 24-11-2021 εντάχθηκε στο Τεχνικό Πρόγραμμα της Περιφέρειας για την ΠΕ Λέσβου η μελέτη επισκευής της Γεωργικής Σχολής Ερεσού.

Σε ερώτηση του «Ε» για ως προς την καθυστέρηση της σύμβασης η απάντηση του Περιφερειάρχη Βορείου Αιγαίου, Κώστα Μουτζούρη «Καταλογίστε στην παρούσα Περιφερειακή Αρχή και μην την ψηφίστε. Δεν το κάναμε εγκαίρως».

Οι υποχρεώσεις των συμβαλλόμενων μερών

Η Περιφέρεια Βορείου Αιγαίου ως «Φορέας Χρηματοδότησης» αναλαμβάνει να χρηματοδοτήσει το έργο, να ορίσει τους εκπροσώπους της στην Κοινή Επιτροπή Παρακολούθησης της Σύμβασης και να παρακολουθεί τις χρηματορροές του έργου και να εκτελεί τις αντίστοιχες πληρωμές. Ακόμη η ΠΒΑ αναλαμβάνει να παραδώσει όλες τις υπάρχουσες μελέτες με τις σχετικές αδειοδοτήσεις για την υλοποίηση του έργου, αρμοδίως υπογραμμένες και θεωρημένες, να απασχολεί και να διαθέτει επιστημονικό προσωπικό με τα απαραίτητα και τα ανάλογα προσόντα, προκειμένου να διασφαλιστεί η αρτιότητα υλοποίησης του έργου, να  κοινοποιεί στον «Κύριο του Έργου» τις αναφορές προόδου για την εξέλιξη του φυσικού αντικειμένου της Σύμβασης.

Ο Δήμος Δυτικής Λέσβου ως «Κύριος του Έργου» αναλαμβάνει να καθορίσει με απόφαση την μελλοντική χρήση του κτιρίου, να διευκολύνει με κάθε τρόπο το επιστημονικό προσωπικό που θα απασχοληθεί για την υλοποίηση του αντικειμένου της παρούσας σύμβασης στη συγκέντρωση των απαραίτητων στοιχείων και πληροφοριών, να εκτελέσει το έργο μετέπειτα ως φορέας υλοποίησης του έργου, σύμφωνα με τη σχετική νομοθεσία και το κανονιστικό πλαίσιο λειτουργίας του και να φροντίσει για την λήψη όλων των απαραίτητων εγκρίσεων από τις αρμόδιες υπηρεσίες. Ακόμη ο Δήμος οφείλει να ορίσει τον εκπρόσωπο του στην Κοινή Επιτροπή Παρακολούθησης της Σύμβασης, να μεριμνά για την ενημέρωση του κοινού και την προβολή του έργου, σε συνεργασία με τον Φορέας Υλοποίησης και να  συντηρεί τους χώρους του κτιρίου σύμφωνα με τις οδηγίες του «Φορέα Υλοποίησης».

• Ελληνική Υδροκατασκευή ΑΕ στον δρόμο Αγίας Παρασκευής – Πέτρας

Κατά την διάρκεια υπογραφής της σύμβασης για την Γεωργική Σχολή Ερεσού ο Περιφερειάρχης Βορείου Αιγαίου, ενημέρωσε για την πορεία υλοποίησης άλλων έργων. Ειδικότερα ανέφερε πως προσωρινός ανάδοχος στο έργο Αγία Παρασκευή – Πέτρα (Α ΦΑΣΗ) έχει αναδειχθεί η εταιρεία Ελληνική Υδροκατασκευή ΑΕ του Παύλου Γριτσόπουλου με ποσοστό έκπτωσης 19%. Για το συγκεκριμένο έργο, όπως είπε ο κ. Μουτζούρης, είχε εκδηλώσει με πρότασή της ενδιαφέρον και η ΑΚΤΩΡ με ποσοστό έκπτωσης 3% που έχει αναλάβει την υλοποίηση του Φράγματος Αγίας Παρασκευής.

• Οκτώβρη η έναρξη εργασιών στο Αρχοντικό Γεωργιάδη

Στις 25 Σεπτεμβρίου 2025 ολοκληρώθηκαν οι αδειοδοτήσεις για το Αρχοντικό Γεωργιάδη, και εντός του Οκτωβρίου πρόκειται να ξεκινήσουν οι εργασίες από τον ανάδοχο, σύμφωνα με τον κ. Μουτζούρη.

Υπενθυμίζεται ότι τον Ιούνιο του 2024 μετά από έγκρισή της Περιφερειακής Επιτροπής, είχε αναδειχθεί η εταιρεία «Α.ΝΙΚΟΛΙΑΣ ΟΕ» προσωρινός ανάδοχος τους διαγωνισμού του έργου «Αξιοποίηση Αρχοντικού Γεωργιάδη» π/υ 2 εκ. ευρώ.

Όπως πρόσθεσε ο κ. Μουτζούρης ο ανάδοχος παρέτεινε την προσφορά του γιατί υπήρχαν εκκρεμότητες με το Υπουργείο Πολιτισμού.

• Παράκαμψη Ρέματος

Ολοκληρώθηκαν το προηγούμενο διάστημα οι εργασίες διαβούλευσης για το έργο παράκαμψης Ρέματος για τις ανάγκες του οποίου θα διατεθούν 3 εκ. ευρώ από την Περιφέρεια Βορείου Αιγαίου.

• Χάλακας στο δρόμο Εφταλού – Συκαμιάς

Προσωρινός ανάδοχος για το έργο «Συντήρηση – Βελτίωση οδού Σκάλας Συκαμιάς – Εφταλούς» π/υ 1.400.000 ευρώ αναδείχθηκε η εταιρία Γ. ΧΑΛΑΚΑΣ ΚΑΙ ΣΥΝΕΡΓΑΤΕΣ ΕΕ. Το επόμενο βήμα είναι η υπογραφή της σύμβασης και η εγκατάσταση του εργολάβου.  

• 480.000 ευρώ για το τοιχίο στην Εφταλού

Στον προγραμματισμό αναμένεται η επισκευή τοιχίου στην Εφταλού σύμβαση με τον Δήμο Δυτικής Λέσβου για το τοιχίο στον παραλιακό δρόμο του οικισμού που έχει διαβρωθεί λόγω του έντονου κυματισμού.  

• Συντήρηση αντί βελτίωση για Σίγρι – Σκάλα Ερεσό

Έγινε αναφορά στην χρηματοδότηση του έργου «Συντήρηση Σιγρίου – Σκάλα Ερεσού» π/υ 2.600.000 ευρώ.

Θυμίζουμε ότι σε πρόσφατη συνέντευξη του στο «Ε» ο κ. Βαλσαμίδης για το συγκεκριμένο έργο είχε αναφέρει ότι μόνη μελέτη που είχε ενταχθεί στο ΕΣΠΑ ήταν για την βελτίωση του τμήματος από την διακλάδωση Σιγρίου (από το καινούργιο τμήμα) έως την Ερεσό. «Αυτό είναι ενταγμένο με 1,1 εκ. ευρώ στο πρόγραμμα της Περιφέρειας. Είχα ρωτήσει πέρυσι που βρίσκεται αυτή η προκήρυξη. Προς το παρόν δεν υπάρχει κάποιο φως. Δεν έχει προκηρυχτεί η μελέτη» και στην συνέχεια πρόσθεσε ότι πριν από λίγες ημέρες διαπιστώνει ότι δρομολογείται η συντήρηση του υφιστάμενου δρόμου. «Κανένας δεν διαφωνεί να συντηρηθεί, αλλά η μελέτη που είχαμε εντάξει ήταν κάτι άλλο. Δηλαδή θέλαμε να γίνει ένας δρόμος σύγχρονος, αντίστοιχων προδιαγραφών εκείνου του Καλλονή - Σίγρι (..) Πηγαίνει στις καλένδες η μελέτη που δεν έχει προχωρήσει και ήταν ενταγμένη στο ΕΣΠΑ; Κατά την γνώμη μου και η συντήρηση καλή είναι, αλλά το βασικό είναι να προχωρήσει η μελέτη».

Moutzouris: We did not do it in time

Contract signed for the Agricultural School of Eresos

On Monday, September 29, 2025, a contract was signed between the North Aegean Region and the Municipality of Western Lesvos for the project “Study for the restoration of the Agricultural School of Eresos”, with a timeframe of 24 months for its preparation.

The Agricultural School of Eresos is the building located in Eresos which in the past housed the Agricultural School.

The project, with a budget of €35,000, is funded by the North Aegean Region as part of its 2025 Technical Program.

It is noted that on April 7, 2025, the Municipal Committee of the Municipality of Western Lesvos unanimously approved the draft programmatic contract between the North Aegean Region and the Municipality of Western Lesvos for the project “Study for the restoration of the Agricultural School of Eresos”, following the recommendation of the Directorate of Operational Planning.

In October 2024, the Municipality had submitted to the North Aegean Region 19 proposals for funding through programmatic contracts, following a decision of the Municipal Council. Among these proposals was the preparation of a study for the Agricultural School of Eresos. In fact, in his recommendation, the Mayor of Western Lesvos, Taxiarchis Verros, stressed that “the preparation of the study for the Agricultural School has been pending for three years.” At this point, it is recalled that by decision of the Regional Council on November 24, 2021, the study for the restoration of the Agricultural School of Eresos was included in the Technical Program of the Region for the Regional Unit of Lesvos.

When asked by “E” about the delay in the contract, the answer of the Regional Governor of the North Aegean, Kostas Moutzouris, was: “Hold this Regional Authority accountable and do not vote for it. We did not do it in time.”

Obligations of the contracting parties

The North Aegean Region, as the “Funding Authority,” undertakes to finance the project, appoint its representatives to the Joint Monitoring Committee of the Contract, monitor the project’s cash flows, and execute the corresponding payments. Furthermore, the Region undertakes to deliver all existing studies with the relevant permits for the implementation of the project, duly signed and approved, to employ and provide scientific staff with the necessary and appropriate qualifications in order to ensure the proper implementation of the project, and to notify the “Owner of the Project” of progress reports on the evolution of the physical object of the Contract.

The Municipality of Western Lesvos, as the “Owner of the Project,” undertakes to decide on the future use of the building, to facilitate in every way the scientific staff engaged for the implementation of the subject of this contract in gathering the necessary data and information, to subsequently execute the project as the implementing authority in accordance with the relevant legislation and its regulatory framework, and to ensure that all necessary approvals are obtained from the competent authorities. In addition, the Municipality must appoint its representative to the Joint Monitoring Committee of the Contract, ensure the public is informed and the project is promoted in cooperation with the Implementing Authority, and maintain the building’s facilities according to the Implementing Authority’s instructions.

Hellenic Hydrotechniki S.A. on the Agia Paraskevi – Petra road

During the signing of the contract for the Agricultural School of Eresos, the Regional Governor of the North Aegean provided an update on the progress of other projects. In particular, he stated that the provisional contractor for the project Agia Paraskevi – Petra (Phase A) has been designated as the company Hellenic Hydrotechniki S.A., owned by Pavlos Gritsopoulos, with a discount rate of 19%. For this specific project, as Mr. Moutzouris said, the company AKTOR had also expressed interest with a discount rate of 3%, and it is currently implementing the Agia Paraskevi Dam.

Works at the Georgiadis Mansion to begin in October

On September 25, 2025, the necessary permits for the Georgiadis Mansion were completed, and works are scheduled to begin in October by the contractor, according to Mr. Moutzouris.

It is recalled that in June 2024, following approval by the Regional Committee, the company A. Nikolaïas O.E. had been designated as the provisional contractor of the tender for the project “Utilization of the Georgiadis Mansion”, with a budget of €2 million.

As Mr. Moutzouris added, the contractor had extended its offer because there were pending issues with the Ministry of Culture.

Stream bypass

The consultation process for the stream bypass project was recently completed, for which €3 million will be allocated by the North Aegean Region.

Chalakas on the Eftalou – Sykamia road

The provisional contractor for the project “Maintenance – Improvement of the Skala Sykamias – Eftalou road”, with a budget of €1,400,000, was designated as the company G. Chalakas and Partners EE. The next step is the signing of the contract and the installation of the contractor.

€480,000 for the retaining wall in Eftalou

Scheduled for the coming period is the repair of the retaining wall in Eftalou, through a contract with the Municipality of Western Lesvos, concerning the retaining wall on the coastal road of the settlement, which has been eroded due to strong wave action.

Maintenance instead of improvement for the Sigri – Skala Eresos road

Reference was made to the funding of the project “Maintenance of the Sigri – Skala Eresos road”, with a budget of €2,600,000.

It should be recalled that in a recent interview with “E”, Mr. Valsamidis stated regarding this project that the only study included in the NSRF was for the improvement of the section from the Sigri junction (from the new section) to Eresos. “This has been included with €1.1 million in the Regional Program. I had asked last year where this tender was at. So far, there is no sign. The study has not been tendered,” he noted, and then added that a few days ago he realized that the maintenance of the existing road is being scheduled.

“No one disagrees with maintenance, but the study we had included was something else. In other words, we wanted a modern road, with specifications equivalent to the Kalloni – Sigri road. (…) Is the study, which has not progressed and was included in the NSRF, being shelved? In my opinion, maintenance is good, but the essential thing is that the study must go forward.”
